Job Description and Duties

Under the general direction of the Chief Administrative Law Judge of the State Personnel Board, the incumbent will plan, coordinate, and direct the work of SPB Administrative Law Judges in conducting hearings and other proceedings within the Appeals Division. The incumbent will also be an expert of the California Whistleblower Protection Act advising the Executive Officer on procedural and substantive matters for complex litigation brought before the SPB.

Working Conditions

This position provides hybrid telework opportunities, with employees required to work in-person at least four days per week.

Special Requirements

• The position(s) require(s) a(n) California State Bar License License. You will be required to provide a copy of your license prior to being hired.

Required Writing Sample: A writing sample must be submitted with your application package, in addition to the required resume. The Writing Sample must be prepared by the candidate, no more than 10 pages, Arial font, twelve-point, prepared within the last 12 months, and of complex subject matter.

Knowledge of:

• State Civil Service Act

• California Whistleblower Protection Act

• Fair Employment and Housing Act (Civil Rights)

• Rules of evidence applicable to State Personnel Board Hearings

• State Personnel Board regulations pertaining to hearings and appeals

• State Personnel Board precedential decisions

• Case law pertaining to adminstrative hearings; and

• Administrative Adjudication Code of Ethics
